Have you checked to see if your stream is at 1080p in the YouTube settings? It might be defaulted to 360 or something.

Solution appears to be Facebook (video) Apple TV app.

I had this happening on Apple TV. Hit "down" on the remote and click the 3 dots for "more" and hit the "HD" link.
