i dont think the actual gov is in the prison, but someone he has working for him is.

the one possibility i keep coming back to is someone, possibly that guy from the wire that is the alcoholic, that said Darryl had just picked him up a week ago, basically was a plant made by the govenor to infiltrate the prison once he realized they were taking in outsiders.

Ha!  Yeah, I'm gonna have to go on record in saying, "no way." 

At first I thought that maybe the governor found a way to sneak in at night but, now that I think about it, I like Slim's idea that new guy from The Wire may be working for him. 

Maybe, maybe, it's one of those idiot kids who are giving them names, but no way it's Carl or Rick.
